Nope.  w3-forms is in version 2.3 (they're numbered funny for non-X
versions, I guess).

In 2.2.26, it's in w3.el, so maybe you could try w3-forms.el, and if that
fails to define your function, suck in w3.el instead.  Or, just suck
in w3.el, and then hope the autoloads do their thing. :-)
